The Region of Peel’s Human Resources division is seeking an Organizational Development and Learning Specialist who shares our passion for supporting an engaged, resilient and skilled workforce. With a progressive and curious approach, the Specialist will provide expert guidance on the assessment, design, development, implementation and measurement of virtual, online and in-person learning to drive capacity and skill-building for corporate change initiatives.
Reporting to the Advisor, Organizational Development & Learning you will conduct needs assessments and determine best delivery methodology for a variety of learning topics; work in partnership with vendors to design, develop and deliver curriculum; and use the learning management system to publish learning modules, monitor and report on usage and return on investment.

Work Mode & Job Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 7120 Hurontario St., Mississauga worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.

The Region of Peel’s Human Resources division is seeking an Organizational Development and Learning Specialist who shares our passion for supporting an engaged, resilient and skilled workforce. With a progressive and curious approach, the Specialist will provide expert guidance on the assessment, design, development, implementation and measurement of virtual, online and in-person learning to drive capacity and skill-building for corporate change initiatives.
Reporting to the Advisor, Organizational Development & Learning you will conduct needs assessments and determine best delivery methodology for a variety of learning topics; work in partnership with vendors to design, develop and deliver curriculum; and use the learning management system to publish learning modules, monitor and report on usage and return on investment.
What you will do in this role:
- Analyze content, purpose and learning objectives for diverse corporate projects and use best practice research to recommend curriculum design and most appropriate delivery methodology and tools for our departmental clients (ex: virtual learning, e-learning, job aids, social learning, instructor-led training)
- Act as a key Organizational Development and Learning representative for consultation on virtual, e-learning and in-person supports for roll-out of corporate-wide learning initiatives, prioritizing and maintaining a portfolio of learning projects to support the organization
- Use curriculum design expertise to expertly guide design and development of virtual, asynchronous online and instructor-led learning modules and associated knowledge checks, job aids and supporting documentation
- Work with the Organizational Development and Learning Advisors in the design, development, scheduling, delivery, implementation and evaluation of leadership and core competency development in the areas of inclusion, customer service and communication
- Provide expert interpretation of training requirements, timing and approach for legislated, compliance and mandatory employee training using research of best practice and leveraging organizational development and learning networks
- . Review and evaluate external training resources and make decisions regarding vendor choices in order to ensure the quality and effectiveness of training offered and optimize the spending of budgeted training dollars
- Liaise with external agencies, municipalities and other organizations to identify opportunities for partnership
- Assist in the prioritization of learning development for the organization and contribute to the organization’s direction for virtual learning, social learning and e-learning, using employee input, best practice research and organizational priorities as a guide
- Assist the Organizational Development and Learning Advisors in the design, development, scheduling, delivery, implementation and evaluation of large-scale organizational development projects. (e.g. onboarding, succession planning, career management)
What the role requires:
- University degree in Human Resources and/or Business with Adult Learning certification. Combination of education and experience may be considered
- At least 5 years progressive experience in a learning and development environment
- Virtual live facilitation and training experience
- Demonstrated experience with Curriculum design for instructor-led, virtual and asynchronous e-learning
- Articulate 360, Articulate Rise
- Experience creating team effectiveness programming
- Experience in project management, communications plan creation, client consultation, facilitation and evaluation
- Experience with a variety of online learning content preferred, e.g. LinkedIn Learning, Coursera, Skillsoft
- Regular travel within Region of Peel is required when offices reopen

- Technology-savvy with comfort to learn new technologies and applications
