The Ministry of SaskBuilds and Procurement is seeking a highly motivated individual with excellent interpersonal and leadership skills to join the IT Portfolio Management Office. Reporting directly to the Director of Portfolio Management, this position will be located in Regina.

This position will be responsible for portfolio planning and management, working with Ministries on IT Proposals following a consistent governance framework and process. The successful candidate will be responsible for providing oversight and tracking of the health, integration and management of projects within their given portfolio. This role consolidates and assesses the overall portfolio; develops executive summary level information on each project to assist decision makers with the review, prioritization and optimization of the portfolio. They will participate in program and project reviews to ensure alignment with government objectives and goals.

The ideal candidate will bring creative and innovative solutions to complex issues. The position will apply portfolio, program and project management concepts, principles, practices, and standards in their work. This work will include project assessment, strategic planning, and risk management while focusing on change management design, development testing and release of commercial off-the-shelf and custom-developed programs to meet the needs of client Ministries. An understanding of performance measures, outcomes, and establishing benefits realization frameworks will be essential for success in this position. This position will work closely with Government of Saskatchewan Ministries and others in the Information Technology Division.

Typically, the knowledge and skills required to be successful in this position would have been obtained through a professional Portfolio or Project Management designation from a recognized authority.. This could include but are not limited to Management of Portfolio (MoP), Portfolio Management Professional (PfMP), Project Management Professional (PMP) or Prince 2. This role will require knowledge of portfolio and project management methodologies, processes and technologies to manage the portfolio and activities associated with the IT Governance and Portfolio Management processes. As well as knowledge of government structures, processes including decision making and strategic planning. The candidate must have experience managing a variety of stakeholders through a complex and diverse portfolio.

Working in the public sector and having background experience in portfolio and project management are considered an asset. Ultimately the role of Manager, Portfolio Office is about the management of the people who perform the activities associated with the IT Governance and Portfolio Management Processes. The day to day management of the work assigned to each resource, keeping all parties engaged and resolving conflict requires excellent problem identification and solving skills.
