Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Third Party & Agreements Office is seeking a Senior Advisor for its Traffic and Transportation team to assist with the delivery of Metrolinx’s Subway and GO Expansion Programs. The candidate will assist with traffic and transportation issues with third parties, to facilitate and support the team in with the coordination and development of third party agreements, stakeholder engagement, and permits and approvals on subway and GO expansion projects.
What will I be doing?
- Assist the Manager of Traffic and Transportation – Subways within the Third Party and Agreements team to deliver Metrolinx’s Subway and GO Expansion projects within City of Toronto and York Region.
- Review of traffic impact studies and address transportation related issues and assess project agreements and specifications.
- Assist project delivery and environmental assessment teams to resolve traffic and transportation related issues.
- Provide subject matter expertise for resolution and escalation of traffic and transportation-related issues
- Liaise with third party agencies (e.g., local and regional municipalities, municipal transit agencies, etc.) and other relevant authorities (e.g., governments and other stakeholders) on traffic/transportation issues and to facilitate necessary regulatory approvals and permits/approvals for individual projects.
- Coordinate and support the negotiation of agreements that represent corporate and project interests.
- Establish and maintain a matrix of third-party issues impacting the program or project.
- Coordinate with third parties to facilitate traffic and transportation planning approvals necessary during all stages of design and construction of subway infrastructure projects.
- Monitor traffic related permit applications, Traffic Management Plan and road closure requests from Project Co for construction and coordinate the approvals with internal and municipal stakeholders and other third parties.
What Skills and Qualifications Do I Need?
- Minimum eight (8) years related experience in a traffic and transportation, construction, municipal planning, and/or engineering environment.
- Completion of a degree in Engineering or Urban Planning – or a combination of education, training and experience deemed equivalent.
- A professional designation such as P.Eng, C.E.T, or Registered Professional Planner is considered an asset.
- A strong understanding of traffic and transportation requirements for transit infrastructure projects, knowledge of transportation planning, traffic impact studies, and traffic operations analysis.
- Experience planning and implementing transit projects including the preparation and review of traffic management plans, traffic related permit applications and construction coordination with third-party projects is considered an asset.
- Experience in obtaining municipal and provincial permits and approvals necessary for the implementation of transit projects.
- Experience on projects delivered through the P3 (private/public partnership) model is considered an asset.
- Tact, diplomacy, and negotiation skills to negotiate solutions and agreements.
- Strong interpersonal, oral/written communication, and presentation skills to perform public relations duties at public meetings with local ratepayer groups, politicians, and municipal officials, and develop reports, agreements, and recommendations.
