This opportunity… Open Data Project Manager
The eServices for Citizens Branch seeks a qualified and motivated Open Data Project Manager. This role is responsible to lead and drive the Open Government program in Yukon Government.
This program will provide access to open data, information and engagements to both the public and the government at large which will facilitate transparency, expand services online, reduce barriers to the public accessing services and increase the amount of information available to Yukoners.
The main responsibilities will include:
- Providing the vision and strategy for the evolution of Open data program within the Yukon Government.
- Leading and managing the day-to-day operations of the Yukon Open government program and related projects.
- Maintaining the Digital Standard and provide guidance to support Open government program in Yukon Government.
- Defining and measuring data quality requirements to support various departments and third party vendors in the migration of Yukon Government’s data to the Open Data portal.
- Overseeing third party vendors, managing their deliverables and budget.
- Designing the governance process for data acquisition, translation and loading (“ETL”) process.
- Collaborate with stakeholders and service owners across various departments to roll out Open data program that leverage the eServices platform’s capabilities and resources of the eServices branch.
- Define, measure, report and provide post-launch guidance for continuous improvement of the Open data service and dataset updates.
- Maintain productive and effective relationships with the stakeholders of the service

Essential Qualifications (what we’re looking for in your resume):
- Diploma, Bachelor or Master’s degree in computer science, information technology, information management, business, data analysis, or a related field.
- Product management and ownership experience to be able to provide the strategic vision for the evolution of and operational support for the Open data program.
- Experience in leading, managing and delivering a digital program or portfolio of digital products
- Experience consulting, advising and managing expectations of end users and internal stakeholders with conflicting needs and demands, engaging with senior stakeholders, representing organizational objectives, helping to break down organizational silos

Desired Knowledge, Skills and Suitability (what candidates will be assessed on):
- Demonstrated leadership skills to manage a program of related projects and initiatives, and the ability to manage multiple data migration projects and priorities at once
- Understanding of the principles of user-centric service design, product management, user research and data analysis as they relate to digital services, and how to apply each in order to create or improve a service
- Knowledge and experience in agile and iterative ways of working, including being part of a team to help build prototypes and production-ready versions of digital services
- Ability to manage the day-to-day operation and administration of a web content management system (preferably Drupal)
- Demonstrable experience of being organized, self-driven, and able to prioritize workload
- Knowledge of new and emerging digital and technology sectors and related disciplines, including product management, data analysis, user research, web analytics and business policy
Job Requirements
- Occasional travel may be required both in both Yukon and within Canada.
