Tri-global Solutions Group Inc. is seeking one Product Owner to join our talented Service Delivery team at BC Registry and Online Services.

The successful contractor(s) have an anticipated December 16, 2022 start date for a 10.5-month initial contract ending October 31, 2023, with two 12-month extensions available (total contract term up to 34.5-months).

NOTES ON LOCATION: The services will be performed remotely. The services must be performed during the client business hours in Pacific Time Zone.

PROJECT OVERVIEW

The BC Registries and Online Services (BC-ROS) team administers and supports BC Online and all incorporations and registrations of businesses, not-for-profit societies, cooperatives, personal property, and manufactured homes in the Province of BC. These services are provided through a number of channels including in-person, phone, and online.

BC-ROS is currently replacing its legacy applications, including mainframe applications, with modern tech stacks that support a DevOps continuous improvement approach to the delivery of digital services.

The successful candidate will be the Product Owner responsible for leading a multidisciplinary agile delivery team of between 6-8 people in developing a new major digital product or service and/or extensive iterations to significant existing products and/or services for one of the BC-ROS agile product teams.

The successful candidate will be accountable for managing and overseeing all aspects of agile feature teams. They take a leadership role in defining, directing and coaching their team in product development, implementation and service delivery.

A team, that are developing new applications using the agile Methodology, human-centered design, open-source languages and frameworks, and a cutting-edge enterprise containerization platform.

Reporting to the person designated by the Province Project Authority within the BC Registries and Online Services, Service BC, Ministry of Citizen’s Services, Province of British Columbia.

The successful candidate will engage partner and user communities to foster a collaborative approach to solution delivery and manage the gathering of user requirements based on a communicable understanding of diverse stakeholder groups

The successful candidate will lead the team will identify and examine the best processes or delivery methods to use and will influence stakeholders to achieve consensus and commitment regarding product definition, direction, and approach to delivery.

DELIVERABLES

1. As a Product Owner, for three interdependent Agile product teams, lead the delivery of a new product and/or iterations to an existing product to meet user needs and experience expectations.

2. Creates and manages product roadmaps, including identifying constraints, ensuring standards are being met, tracking progress, issues and managing risks.

3. Designs and plans operational processes for running and maintaining of a product and/or service throughout their product life cycle.

4. Creates effective, prioritized product descriptions and delivery plans to meet user and stakeholder needs in a cost-effective way.

5. Interprets user research to make the correct product decisions, noting that users do not always know what they want.

6. Makes decisions with long-term enterprise impacts related to the outcomes, objectives and goals of programs products.

7. Manages the creation and monitoring of the budget as related to the building and maintaining of the products

8. Maintains currency of changes to user habits, preferences and behaviors across various digital platforms and their implications for successful delivery of government digital products.

9. Manages the delivery and iteration of digital products through effective analysis of qualitative and quantitative user data.

10. Builds strategic relationships with central agencies, ministry and broader public executives and with private sector suppliers.

11. Disseminates understanding of the digital marketplace, including best practice, costs, suppliers, methodologies and skills to both internal and external stakeholders.

12. Communicates with a wide range of digital delivery disciplines, talent and stakeholders both internally and externally.

13. Provides advice to executive on alternatives and solutions, product evaluation, risk assessment and cost benefit analysis of existing and future digital products and services.

MANDATORY REQUIREMENTS

The proponent must have (pass or fail) the following:

EDUCATION

  • Undergraduate (Bachelor’s) Degree or higher in Information Technology and/or Information Management discipline or Project Management, OR an equivalent combination of education and experience may be considered.

EXPERIENCE

  • A minimum of 5 years of demonstrated agile experience managing complex enterprise IM/IT projects with multiple interdependencies including major business transformations, strategic communications and the oversight of system integrators.
  • Significant and recent experience managing complex enterprise IM/IT projects with multiple interdependencies including major business transformations, strategic communications and the oversight of system integrators.
  • Experience with the delivery of digital products, successful design, delivery, and ongoing management of high-quality services which maximized opportunities offered by digital technology.
  • Experience leading, using, and promoting the agile principles.
  • Experience working in an agile, digital product-focused development environment with User Experience teams, designers, and developers to iteratively create and improve products and services.
  • Expertise in analyzing and using customer insight and user and performance data to design and continually improve services to fully meet user needs in a convenient and straightforward way.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrable knowledge, experience in, and passion for product design and practices gained working in a product, project, or service capacity for over 5 years.
  • Demonstrated project management expertise at the enterprise level.
  • Proven leadership in the successful delivery of digital products or services; successful design, delivery, and ongoing management of high-quality services which maximized opportunities offered by digital technology.

DESIRABLE REQUIREMENTS

- Experience in leading teams using and promoting agile principles.

- 5 year demonstrated agile experience managing complex enterprise IM/IT projects with multiple interdependencies including major business transformations, strategic communications and the oversight of system integrators.

- Experience with the delivery of digital products or service; successful design, delivery and ongoing management of high-quality services which maximized opportunities offered by digital technology.

- Experience managing change and interpreting user data and feedback to design and implement channel shift strategies to move users from traditional to digital delivery channels

- Experience of working in an agile, digital product- focused development environment with User Experience teams, designers and developers to iteratively create and improve products and services.

- Expertise in analyzing and using customer insight and user and performance data to design and continually improve services to fully meet user needs in a convenient and straightforward way.

- A degree in Information Technology and/or Information Management discipline or Project Management, OR an equivalent combination of education and experience may be considered.
