Role

The successful candidate will be reporting to the Director of Child Care Policy Development. You will be responsible for the Ministry alignment of program policy, policy development, program design and implementation, for the following program areas: child care licensing, family day home programs, inclusive child care, child care subsidy, and space creation. This position leads the implementation of strategic projects such as: policy development for new child care legislation, Inclusive child care, child care on reserve, and investments from bilateral agreements with the federal government.



This position oversees team of policy staff in a fast-paced environment to ensure that strategic projects and program policies are developed and implemented based on set timelines.



Main responsibilities include but not limited to:
  • Policy and project development, Ministry alignment of program policy, program design and implementation for child care licensing, family day home programs, inclusive child care, child care subsidy and space creation.
  • Provide policy advice and expertise and makes decisions/provides direction on complex strategic issues
  • Engages and maintains collaborative and productive partnerships with diverse sets of stakeholders
  • Supports issues management and public administration practices that include issues analysis and the development of options and recommendations.
  • Effective and accountable forecasting, monitoring and management of Child Care budget and funding.
  • Provide leadership and supervision for a unit of program consultants and policy analysts

Qualifications

Education: University graduation in a related field (Social Sciences, Human Services, Business etc.) plus 6 years progressively responsible related experience; or



Supervisory/Management experience will be given preference. And



Equivalency: Directly related education or experience considered on the basis of:
  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education
Preference will be given to those who have experience in:
  • Advanced Strategic thinking
  • Knowledge of the early learning and child care sector, including theory, practice, and delivery
  • Strong organizational skills, with ability to manage multiple, diverse, complex, and sensitive assignments within fixed timelines
  • Strong team and interpersonal skills, ability to promote teamwork, collaboration, and partnership
  • Overall awareness of Ministry legislation and regulations
  • Developing, evaluating, implementing policy initiatives, programs, and services
  • Demonstrated capacity to build effective partnerships with internal and external customers, clients, staff, and stakeholders essential to this position.
  • Strong planning, analytical, issues management and consultative skills are required

Salary

$3,062.51 to $4,121.25 bi-weekly ($79,931 - $107,564/ year)

  • 36.25 hours per week, Monday to Friday: 8.15am to 4.30pm
