Job Summary
The Housing Manager administers the Housing Program of Homalco First Nation (HFN). The Manager resources and negotiates goods and services contracts required to construct and maintain member owned, rented, or leased housing and grounds. Overseeing contractors, the Manager is responsible for ensuring quality products and services are provided to the HFN. The Manager develops an annual departmental budget and ensures that departmental work remains compliant with it. The Manager interacts with other governments’ agents and locates sources of funding through their various programs to facilitate the Housing Program.
Duties:
- Plans, develops, and coordinates housing maintenance and construction through staff or contractors. Prepares tenders, opens bids, negotiates, and contracts with successful contractors, oversees construction, and makes inspections to ensure construction and maintenance work is within the quality requirements of the Musqueam Band.
- Administers all Housing programs such as but not limited to: CMHC Section 95 Indigenous Services Housing programs, including new construction, renovations, RRAP, HASI, etc.
- ensures reporting is current to members and to all funding agencies
- Works with the Finance Department, Banks, government agencies and/or other organizations as required to arrange financing for Homalco owned and Private housing construction.
- ensures that the Homalco Tenancy Agreement, Housing Policy and other governance documents are current, effective and enforced works with tenants and community members to resolve Housing situations, repairs, standards and tenant compliancy as outlined in Homalco Tenancy Agreements and seeks support from the Administrator as needed.
- Works together with Social Development and the Finance Department to ensures collection of rent so that arrears are kept to a minimum.
- Oversees the maintenance of a prioritized list of Band members seeking housing.
- Oversees the maintenance of a prioritized list of housing maintenance and repair projects.
- ensures at least annual (and in situations of concerns monthly, quarterly, or as needed} inspections are completed, and information is input into Xyntax.
- Develops, implements, and manages a preventative maintenance program for all member owned, rented, or leased housing and grounds. This program will ensure the following is developed and administered: inventory of assets; stock control system to keep track of maintenance materials; list of maintenance activities to be carried out; condition rating system to identify repairs and replacements; system to catch defects while at the “nuisance” stage; set of standards for preventative maintenance activities; system for developing annual budgets and work programs; work order system to authorize work and incur costs; method of collecting date and reporting results.
- Working cooperatively with the Maintenance Manager to maintain and repair Community Buildings including the Administration Building and Hall.
- Responds to enquiries from Band members regarding the status of the housing list and/or the scheduled repairs and maintenance list.
- Maintains a Housing Waiting list and informs Band members of where they stand and updates this list at the beginning of each year.
- Assists, advises and recommends to the Homalco Administrator, Chief and Council, and policies and programs governing Housing.
- Manages casual staff, schedules staff, appraises performance and trains staff as required. Oversees contractors and contract employees as required.
- Prepares and presents annual department budget submissions. Ensures that the departmental spending remains on target.
- Keeps up to date on latest trends and changes in construction and maintenance. Maintains a current knowledge of building codes, safety regulations, and other similar legislation.
- Develops and maintains effective working relationships with colleagues and outside agencies.
Knowledge and Abilities:
- Skill and knowledge usually attained by successful completion of a Post Secondary degree or certificate in First Nation Housing Management, Construction and/or Business Administration, construction, or utilities trades certification; or an equivalent combination of skill, knowledge, and experience.
- Knowledge of building construction and maintenance methods and materials.
- Knowledge and experience in contract negotiation and contracting of building construction and maintenance.
- Knowledge and experience in development of project proposals; development and implementation of budgets; and project management.
- Knowledge and experience of similar program delivery in the context of HFN or First Nations culture and history.
- Ability to use tact and good judgement in dealing with sensitive and complex issues.
- Ability to maintain confidentiality.
- Ability to drive and provide a licensed vehicle for work purposes.
- Successful criminal records check
